On September 15th 2009 I started Driving Semi Truck in Crawfordsville, Indiana heading East to New Jersey on Interstate Highway 74.
As soon as I got on the highway I notices car driving along my truck at the same speed partially on the left shoulder. For a second I thought it must be drunk teenager having fun but after looking closely I noticed plain Indiana State police car with lots of antennas with uniformed young policemen in Indiana State police uniform. I immediately turn right and I stopped on the shoulder to avoid collision with irrationally driving car by State police policeman. The police car drove for a mile and stopped on the right shoulder. I decided to drive again since the danger created by the state policemen in unmarked car ended. When I started driving the same policemen got out of his car and stopped me about a mile ahead on the shoulder.
When I stopped and got out of the truck, first what I heard was screaming that I should stay in the truck.
When I went to my truck the policemen announced that I am violating the law by not wearing seat belt and he said that he got me on his camera and he is going to do vehicle inspection.
After almost one hour of answering questions for which some of them were completely unrelated to safety or driving I felt that I am terrorist just because I drive on Indiana road.
After the incident was ended I started driving again completely shaken by the gestapo style questioning and behavior that took almost an hour. Mr. Ryan Winters the Indiana State policeman who created the danger situation against my proper driving on interstate highway to ( I presume) photograph me sitting 2 cars higher then his unmarked Indiana State police car, immediately started harassing another innocent, properly driving truck driver right in front of my truck. I had to again slow down immediately this time on the left lane because Mr. Winters created the same dangerous situation driving partially on left shoulder trying to see seat belts of a truck driver that is much higher then the state police car.
Just like from hollywood movie - I witnessed that day complete power abuse and dangerous situation just to harass and exploit Americans on American Soil.
It is unprecedented that Indiana governor wanted to sell American Interstate highway to private, foreign own corporations just to make money.
I presume that someone like the Indiana governor had to order State policeman, Ryan Winters to harass American Truckers like myself, to raise money from seat belts - what a convenient way to harass Americans avoiding probable cause to stop vehicles.
I guarantee that there is no way to see lop seat belt from down below of any semi truck. Mr. Winters told me he got me on camera and I violated the safety and the law.
How about you Mr. Ryan Winters? You created more danger on the interstate highway trying to raise revenue for your bosses.
The reason I am writing this is to show the nation how greed for money by any level of government, using so called "Law Enforcement" creates resentment and anti government sentiment.
The heroic "Law Enforcement" by Mr. Ryan Winters is typical example why such wrong, unnecessary dangerous revenue raising by police in USA is placing Americans in anti government mood.
Now you know why innocent pregnant woman at Ruby Ridge in Idaho was killed by Federal Thug - who perhaps like Mr. Ryan Winters was so proud of enforcing the "law". Innocent life's of Waco, Texas who were executed military style by "proud law enforcement" including Janet Reno and her boss Bill Clinton. Oklahoma City tragedy that was revenge for Waco, Texas by American who served in U S Army and saw tragedy in Waco, Texas by his own eyes.
So Mr. Ryan Winters, stop harassing Americans on American soil. Stop using danger on highways enforcing bogus laws to raise money for your bosses, and most of all - stop creating anti government resentment with your so called "Law Enforcement". We all do not need another wave or domestic or foreign terrorism in America and you are contributing to that. You do not find terrorists like you wanted me to be with your questions the day you stopped me without probable cause - you create terrorists with your irresponsible behavior of harassment and stopping people for no reason.
I have the constitutional right to tell you about your wrong, anti constitutional rights violation. I have the constitutional right to travel across America without harassment you created. I have the constitutional right to do interstate commerce and transport without harassment of people who should protect me not harass me for your imaginary law violations and silly seat belt that you are not able to see anyway or show on your camera.
So here is your Judas $25.00 - I am sure you must be proud of giving unfair tickets to so many truckers who were using seat belts.
I truly hope there are good people in any level of government who can stop the madness of nonsense law enforcement like Mr. Ryan Winters harassment that is potentially creating new wave of domestic and foreign terrorism in America. Lets make this country better by stopping dangerous law enforcement and creating true service for the good of the American People.
I am proud to uphold U.S. Constitution, fight police corruption and unfairness for over since1984.

Update 9-29-2009
I arrived in New Port Richey, FL on 9-29-09 just to find out that the court ordered me trial on October 20, 2009 at 2:30 PM. So my check I sent for $25.00 and Money Order for $25.00 were rejected. It is clear evidence that just because I said NO to Abuse of Power by Mr. Ryan Winters - Indiana State Policeman who violated my constitutional right the court is retaliating on behalf of Indiana State Police.
I called them at 765-364-6455 to find out why my plea of Nolo Contendre and payments were rejected.
The clerk answered that for truckers they charge $163.00 - thank you for open discrimination.
This extortion by Indiana State Policeman Ryan Winters is not accepted by me. Ryan Winters endangered me on Interstate highway. He harassed me for 1 hour. Since the court gets me to trial despite I sent the money of $25.00 then let the constitutional right of trial by jury to roll in. I want justice - I demand trial showing the full camera footage from this extortion of money incident caused by Ryan Winters. The negligence by Ryan Winters giving me slip that showed to pay $25.00 instead $163.00. the negligence of the court in Crawfordsville to bring me to trial just to retaliate against me for seeking justice should be emphasize here too.

Jennifer Bentley, Clerk, Mongomery County Circuit & Superior Court returned this complaint without any comments with check for $25.00 and notice she wants $138.00 extra after $25.00 money order was sent 2 weeks ago. Her explenation is very short - Truck drivers must pay not $25.00 like passenger drivers but $163.00 - welcome to open discrimination in Indiana - milking truckers from money must be good business.
